Provide   effective professional leadership to the operations for Employee and Labor Relations. Responsible for developing, implementing, and coordinating policies, procedures and programs for the following areas: Employee/Labor Relations, Training and Development, Safety and Worker's Compensation, Recruitment, Wage and Salary administration, Payroll and Benefit Plan Administration, and Equal Employment and Affirmative Action.


ESSENTIAL DUTIES & RESPONSIBILITIES include the following and other duties as assigned:


This position requires a high degree of independent judgment in the identification of actual or potential problems in employee relations and legal situations. Emphasis is on the ability to counsel, recommend and implement programs which will assure management of qualified personnel to fill the needs of the operation.


Responsible for overseeing department with all Recruiting Functions (sourcing candidates, create job descriptions, job postings to increase candidate pool, conducting annual salary surveys, onboarding)


Support HR Manager on Labor Relations matters related to Grievances. Ensure grievance procedures are followed as prescribed in the contract and act as a liaison between union and management.


Provides guidance, counsel and supports company leaders on handling various disciplinary and termination actions.


Participates in disciplinary or termination proceedings.


Works with Leaders to develop and coordinate Company Training and Development programs (Human Resources Policies and Procedures, Leadership Development, Food and Quality, Employee Safety, etc.)


Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, disciplinary and terminations.


Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

Manages Payroll/Benefits Department to adhere to state/federal requirements including company policies and procedures.

Support HR/Safety Department with COVID-19 program.

Ensures that company employment, safety, labor relations, personnel and equal opportunity policies and practices comply with the applicable provisions of federal and state labor laws, including the maintenance of files, bulletin postings.

Support Safety Specialist with OSHA Compliance requirements, including but limited to evaluating accident reports, ensuring timely processing of worker’s compensation claims, evaluates accidents to determine accuracy and completeness and to ensure adequate investigation. Reviews accident reports to identify patterns of injury and to determine whether unsafe conditions contributed to the accident; advises departments of trends in injuries and proper safety procedures that may result in reduction of injuries; provides department with information that will aid in reducing accidents and improve safety.


Partners with Sr. Director of HR to make decisions on Workers Compensation Claims/Settlements.


Develops and administers various Policies and Procedures, including Employee Handbook.

Responsible for developing and leading all Employee Engagement Activities.


Develops and maintains affirmative action program; files EEO-1annualy, maintains records, reports and logs to meet EEO regulations.


Consults with legal on various human resources matters.


Preparation for contract negotiations is accurate and adequate and information is available for Executive Team.


Evaluates reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.




    • Sound knowledge of all phases of Human Resources, including labor relations gained through 5+ Yrs of experience as a generalist in a Human Resources environment, preferably in Manufacturing.
    • Strong in key HR Procedures including Compliance, Recruitment and Training.
    • Bi-lingual in Spanish
    • Experience with California and Federal Labor Laws.
    • Experience within a Union Environment is strongly preferred.
    • Excellent leadership skills.
    • Strong Microsoft Office skills, Kronos payroll and HR System (or similar system).
    • Strong verbal and written communication skills. Strong organizational skills. Previous managerial experience strongly preferred.
    • Bachelor’s degree, preferably in Human Resources or related field required.
